WINDHOEK, Namibia – The Southern African Development Community Parliamentary Forum (SADC PF) participated in the Second Southern Africa Parliamentarian Regional Meeting in Windhoek, Namibia last week.
The event, held from July 31 to August 2, brought together parliamentarians from across the region to strengthen national capacities in oversight, accountability, and reporting on climate action initiatives.
Mr Joseph Manzi, Director of Programmes and Parliamentary Business at the SADC PF delivered remarks on behalf of Secretary-General Ms Boemo Sekgoma, who was on an official mission.
Key partners, including the African Group of Negotiators Experts Support (AGNES), the National Parliament of Namibia, the African Union Development Agency (AUDA-NEPAD), and various foundations supported the meeting.
Mr Manzi highlighted the SADC PF’s commitment to regional integration and cooperation in addressing climate change, which he termed a critical challenge for vulnerable populations in Southern Africa.
“As parliamentarians, you are the bridge between the state and the people you represent. Your role is vital in achieving our climate goals and ensuring accountable governance related to environmental policies,” he said.
The SADC PF’s ongoing initiatives emphasize climate action, as outlined in its recently launched Strategic Plan for 2024-2028, which aims for a 30% reduction in carbon emissions by 2028.
Mr Manzi underscored the importance of equipping parliamentarians with the knowledge and skills necessary to effectively scrutinize and implement climate strategies at all levels.
This second meeting follows the inaugural session held in September 2023 in Gaborone, Botswana, which served as a foundational platform for discussions aimed at raising awareness of climate risks and promoting regional collaboration in policy execution.
Mr Manzi expressed hope that the second meeting would foster valuable exchanges regarding oversight tools and mechanisms for tracking climate policy implementations.

He explained that as part of its ongoing efforts, the SADC Parliamentary Forum was dedicated to creating platforms for engagement and knowledge-sharing among parliamentarians, technical partners, civil society organizations, and communities. This vision aims to enhance collective action towards sustainable development in the region.
The meeting, attended by distinguished guests, stakeholders, and parliamentarians, sought to reinforce regional cooperation in combating climate change and ensuring that the voices of citizens are represented in climate action initiatives.
Mr Manzi reiterated the importance of commitment from all parties involved and thanked the various organizations for their support in convening the meeting.
“Together, we can advance the interests of our citizens and promote sustainable development across Southern Africa,” he stated.
He said the SADC PF was committed to providing a platform for relevant discussions and strategies that would contribute to the global fight against climate change.
