Gaborone, August 25, 2026 — The Cuban Ambassador to Botswana, Antonio Luis Pubillones Izaguirre, accompanied by Dr. Pablo Betancourt Álvarez, head of the Cuban Medical Team, met with Dr. Tshepo Machacha, Acting Permanent Secretary in the Ministry of Health, alongside senior officials to review and strengthen bilateral cooperation in the health sector.

The meeting, described as cordial and fraternal, examined the current status of joint programmes and reaffirmed both parties’ determination to expand collaboration.

At its conclusion, Ambassador Pubillones Izaguirre signed an addendum to the existing agreement, underscoring the commitment to deepen cooperation in healthcare — a sector that has long been central to Cuba–Botswana relations.

Enduring Partnership in Health

Cuba’s medical mission in Botswana dates back more than 35 years, with Cuban doctors, nurses, and specialists providing critical services across the country. The Permanent Secretary expressed gratitude for this longstanding support, noting that Cuban professionals have become an integral part of Botswana’s health system.

Beyond healthcare, Cuba has also offered scholarships for Batswana students to study medicine and other disciplines in Havana, further cementing people-to-people ties. These initiatives reflect a broader pattern of Cuban solidarity across Africa, where medical brigades have been deployed since the 1960s.

Diplomatic Relations Rooted in Solidarity

Botswana and Cuba established diplomatic relations in 1977, and the partnership has consistently emphasised cooperation in social sectors such as health, education, and sports. Cuban coaches have contributed to Botswana’s athletic development, while cultural exchanges have reinforced mutual understanding.

The latest agreement builds on this foundation, aligning with Cuba’s wider strategy of South–South cooperation. Ambassador Pubillones Izaguirre highlighted the challenges facing Cuba, citing the tightened U.S. embargo and energy restrictions, which he described as “collective punishment” against the Cuban people. Despite these difficulties, he stressed Cuba’s continued commitment to international solidarity.

Looking Ahead

For Botswana, the renewed health cooperation offers opportunities to strengthen service delivery and expand training for local professionals. For Cuba, it reinforces its diplomatic presence in Southern Africa and showcases its enduring role as a partner in development.

As both nations approach the 50th anniversary of diplomatic ties in 2027, the health sector remains a cornerstone of their relationship — a testament to the resilience of cooperation built on solidarity, mutual respect, and shared social priorities.
